Monica Guerra is an Executive Director and the Head of US Policy for Morgan Stanley Wealth Management. In this capacity, she provides strategic public policy and market guidance for financial advisors and clients. Prior to this role, she was a member of the Morgan Stanley Wealth Management Municipal Research team. Before coming to Morgan Stanley, Monica worked as a municipal bond analyst in Fitch Ratings’ U.S. Public Finance group. She also dedicated nearly a decade of her career to public service, holding positions such as a Director of Capital Budget and Economic Development for the City of New York, Legislative Aide in the U.S. House of Representatives, and as a political campaign operative. During her tenure with the House of Representatives she helped develop financial regulatory policy, including the Dodd-Frank Wall Street Reform and Consumer Protections Act. Monica’s views have been cited by Bloomberg News, Barron’s, The Bond Buyer, and Politico among other publications.

Monica holds an M.P.A. in Public Finance from New York University and a B.F.A. from Northern Illinois University.
